20% consensus, how many high-track-record investors agree
20% momentum, recent price action, now risk-adjusted (divided by volatility and capped), so a name that swings 50% in a week is not rewarded like a steady climber
10% cross-signal, corroboration from insider, activist and Congress filings
10% liquidity, tradability, with a market-impact haircut on thin names
